An Analysis of the Challenges and Opportunities of Tourism in Balkh Province: Approaches to Development and Management

Balkh Province is recognized as one of Afghanistan’s key tourism regions due to its rich historical heritage and diverse cultural and natural attractions. This study aimed to examine the challenges and opportunities for tourism development in the province. A qualitative thematic analysis was conducted based on semi-structured interviews with eight tourism specialists, and the data were analyzed using MAXQDA. The findings indicate that major attractions such as the Shrine of Hazrat Ali, the Mausoleum of Mawlana, the Nine-Domed Masjid, the Qosh Tepa Canal, and the Amu River provide significant tourism potential. However, weak infrastructure, limited marketing, negative international perceptions of Afghanistan, and political instability constrain development. Key enabling factors include Balkh's strategic geographic position and inter-institutional collaboration. The study concludes that sustainable tourism development in Balkh requires infrastructure investment, targeted promotion, community participation, heritage conservation, establishment of protected areas, and the adoption of renewable energy. These measures can strengthen local economic growth, generate employment, and reinforce the region's cultural identity.
